On December 17, 2009, WIGICC held a meeting with parties interested in AB 271 to encourage the exchange of information and viewpoints. Participants included representatives of the Wisconsin Society of Land Surveyors (WSLS), the Wisconsin Land Information Association (WLIA), state agencies (including DOT, DNR, and DATCP), and private companies.
At a subsequent teleconference on January 5, 2010, WIGICC passed a motion to submit testimony about AB 271, and provided written testimony to the Senate Committee on Economic Development outlining WIGICC concerns with bill language. On January 6 and 7, 2010, WIGICC offered verbal testimony for informational purposes about AB 271 to the Committee. In response to a request from Senator Lassa, WIGICC chair Gregg Moore, with Council input, provided suggested improvements to the wording of AB 271 on January 19, 2010.
In March, the WIGICC chair was contacted by several people involved in the AB271 legislation, including Senator Vinehout, Representative Clark and Bill O’Connor (the WSLS Representative). The legislators specifically asked for WIGICC’s view of a proposed amendment to the bill (Senate Amendment 1) and if the concerns earlier raised by WIGICC were addressed by the amendment.
WIGICC members discussed the amendment at a teleconference on March 15, 2010. Council members, considering the views of their respective sectors, concluded that the amendment substantially addressed their concerns. In addition, Wisconsin GIO Curt Pulford indicated that the DOA had advised the bill’s sponsors that the new language satisfied DOA’s original concerns.
WIGICC then passed a motion to support AB 271 as amended by Senate Amendment 1. On March 16, 2010, the WIGICC chair released a letter to this effect to Senator Lassa.
